SUMMARY
The new distinct top window border line in 5.23 looks out of place on maximised windows. This applies to both light and dark themes, but it is more noticeable in the latter where the contrast between the title bar colour and border colour is higher.

Other DEs (including Windows) don't render borders for maximised windows. This also provides a visual hint to help distinguish between maximised and non-maximised windows.

STEPS TO REPRODUCE
1. Maximize a window

OBSERVED RESULT
Top window border line is visible.

EXPECTED RESULT
Top window border line is not visible.

Not an issue in the current Breeze theme.
