Hi, I was able to reproduce a similar bug on Xorg (#443493). Calling it similar because I also got similar persistent popups sometimes (not always, so may be variably reproducible). Does that popup go away when you run `kwin_x11 --replace &` from a terminal/krunner? If yes, they're probably the same issue.
