The icons do not move when I try to drag them with my touchscreen. Are you sure? I notice that the movement is a bit "sticky" for me, but they do move. Sometimes I need to drag quite far or drag a not-currently-selected app. Can you test? Tested again. Sometimes I'm able to move a not-currently-selected app by dragging quite far, but the dragged icon does not move in 99% of the cases. And sometimes I'm unable to move a favorite app even with my touchpad. cannot reproduce.
