Additional information: In the original message, I forgot to mention that I was using a HiDPI monitor with scale factor of 175%. I have found that Gwenview is not correctly scaling the image at fractional scaling factors, and it looks like my bug report is related to this issue. I have found that images that are smaller than the [viewport size] divided by 1.75 (see above) can be dragged and dropped. If you reduce the size of the window and the viewport, the image is no longer dragged. Gwenview probably thinks that the image is larger than the viewport and can be scrolled, and it is blocking the ability to drag, although in reality I can see that the picture is not scrolling and is smaller than the size of the viewport. Cannot reproduce on neon unstable.
