Upon reviewing session management, this ties into Bug #437368: "Spectacle Takes Screenshot Without Being Prompted To Do So":

How to reproduce the issue:
- Take screenshot with spectacle and choose "copy to clipboard. The process "spectacle" will still be running.
- Use following setting in "Startup and Shutdown" -> "Desktop Session":
"When Logging in" : Restore previous session
- Reboot.

Rebooting will restart the Spectacle process from your previous session and cause a screenshot to be captured during the boot screen.

Short-term fix:
- Under settings "Startup and Shutdown" -> "Desktop Session"
add "kde-spectacle" to list of "Don't restore these applications".
