SUMMARY

I have two backlight interfaces: intel_backlight and nvidia0. Both of them have 'raw' types. Powerdevil uses upower backlight helper that just reverse sorts all available interfaces and picks the first one. There's no possibility to point it to use the right interface. So in my case, it just picks nvidia0 interface while intel_backlight actually used to change brightness.

STEPS TO REPRODUCE
 Any laptop with to backlight interfaces with the same priority (type).

OBSERVED RESULT
 use the last one from the list of interfaces with the same priority.

EXPECTED RESULT
 use configured backlight interface if any.

ADDITIONAL INFORMATION
Lenovo Legion 7i (GPU: intel + nvidia)laptop.

A lot of this logic was changed in 5.25 (see https://bugs.kde.org/show_bug.cgi?id=399646). If that improved logic works that's probably a better solution than exposing this as a configuration. Can you test a current version and see if the backlight behaves properly without needing this?
