SUMMARY
Footer with standard buttons Default, Reset & Apply does not support drag by mouse from empty areas. But KCM module on top of it does it well.

STEPS TO REPRODUCE
1. Open System Settings app.
2. Go into any KCM module.
3. Drag from the bottom.

OBSERVED RESULT
Does not drag.

EXPECTED RESULT
Should support drag.
