SUMMARY
If you bind an XF86 key (e.g. XF86New or XF86Open, it does nothing, even though a a normal key works fine for the same shortcut. XF86Tools works fine too, but not others.

On X11 this is fixed in Plasma 6.0 with https://invent.kde.org/plasma/kglobalacceld/-/merge_requests/42 and https://invent.kde.org/frameworks/kwindowsystem/-/merge_requests/145

On Wayland it already worked in 5.27, possibly even before
