SUMMARY
Okular tabs don't work in Windows when opening a file from somewhere other than the Open option, despite enabling the setting. It works if you use the Open menu/Ctrl+O

STEPS TO REPRODUCE
1. Enable tabs Okular:Menubar->Settings->Configure Okular->Program Features->Open New Files in Tabs
2. Open any random document from, say, File Explorer. Not from the Ctrl+O Okular shortcut, that works as expected.

OBSERVED RESULT
Document opened in a new window

EXPECTED RESULT
Document should open in a new tab like how it does with Ctrl+O

To be clear of what I'm talking about, I mean (the setting for tabs is enabled in both OSes below):
When you open a bunch of documents from File Explorer, they all open in seperate windows without tabs in Windows. If you do the same thing with KDE neon and Dolphin, all the documents open in the same window, as tabs.
Since I'm assuming the second behavior is what was intended (seems more logical), the behavior in Windows is a bug.

Also, forgot to mention: Okular (in Windows) was installed from the Microsoft Store.
