SUMMARY
Baker's Dozen game does not deal a winning game.  I tried over 100 deals (yes, I really did) to the message from the solver: This game cannot be won.

2. Deal a game of Baker's Dozen

The first deal I got (999268916) is winnable. I can imagine this was fixed with e.g. b5ca2391dc1e0013bb1d323b7f7b4b8292903c98
