It's not new. It has been the case for 5.0 nightlies.

STEPS TO REPRODUCE
1. Open krita and select Transform tool
2. Try to select transforming methods like warp, cage, liquify etc

OBSERVED RESULT
The content of the tool option does not change.

Have you got your tool options in the toolbar on in a docker?
