SUMMARY
for about one week now, the super or alt+f1 key doesn't work anymore to activate application launcher widget. This happened out of nowhere / without me changing anything related to KDEs shortcuts. In the shortcut section, the entry "activate application launcher widget" now appears three times, but none of them work.

I just realized that a new user on the system isn't affected. 

kglobalshortcutsrc contains multiple app launcher entries:
activate widget 2=Alt+F1,none,Activate Application Launcher Widget
activate widget 28=none,none,Activate Application Launcher Widget
activate widget 29=none,none,Activate Application Launcher Widget

ok, seems I had to assign the shortcut via right click on the application launcher
