SUMMARY

When application icons are in two rows in the panel, navigation-route initiated with hover-over-icon is broken for apps in the lower row of the panel.

STEPS TO REPRODUCE
1. Start enough programs that the panel puts them in two rows
2. Try to use the "hover over icon, thumbnails of windows appear, move up and move to desired window's thumbnail and click to bring up" navigation route with any icon in the lower row


OBSERVED RESULT

Upon the mouse passing over an icon in the upper row of the panel, the navigation route that one initiated by hovering over an icon in the lower row  seems to consistently get canceled.

EXPECTED RESULT

User is able to reach the window thumbnails to select the window s/he wants.
