SUMMARY
When clicking a notification or pop-up which offers to open a folder, it will not launch Dolphin anymore (plasma 5.21.5 and frameworks 5.83.0).

STEPS TO REPRODUCE
1. Produce some notification that would offer a button to open a folder (for example, use the software "peek" to record a GIF video and save it to a file).
2. Click the notification option to open the folder.

OBSERVED RESULT
Does not launch dolphin.

EXPECTED RESULT
Should launch dolphin into the folder that the notification is meant to open.

This was fixed for Plasma 5.22, thankfully.

I'm on plasma 5.23 and still have this issue.
