STEPS TO REPRODUCE
1. open System Settings and go to any of the following KCMs:
Global Theme
Application Style
Plasma Style
Colors
Icons
Cursors
Login Screen (SDDM)
2. hover over any button below the GridView (Install from file, Get new <thing>, etc
3. 

OBSERVED RESULT
tooltip and button label are the same. Therefore, the tooltip is pointless.

EXPECTED RESULT
no tooltip
