SUMMARY
I have a mess of old workspaces that were deleted back in Krita 4, including workspaces of duplicate names that are causing confusion. 

STEPS TO REPRODUCE
1. In Krita 4, create a workspace "blah".
2. Delete the workspace.
3. Open Krita 5.

OBSERVED RESULT
"blah" reappears.

EXPECTED RESULT
Deleted workspaces and layouts from older versions shouldn't reappear in Krita 5.

Ah, well, we don't read the old blacklist file anymore, so this is more or less by design.

I don't think we're going to write a migration for the old blacklists files -- those were so broken.
