I cannot reproduce any stuttering when I scroll on the expanded items view, but it's true that it bounces when it hits the top or bottom. Is that the issue? Is that the > issue? Not anything I've noticed. It's more when actively scrolling through entries. It's as if it drops frames. I think it's down to smooth scrolling on a touchpad, as there's no issue when using a mouse with line by line, non smooth scrolling. What kinds of graphics hardware do you have? This might not be a Plasma bug actually, I'm getting similar stuttering when scrolling in Gnome Software in Gnome 40. Thanks for the info. If that's the case, it's either a bug in Libinput, or a hardware issue, which Libinput is failing to work around, or working around improperly. The Gnome software stutter is another issue. When using Wayland, the issue goes away completely.
