SUMMARY
The only way to disable/hide the toolbar(s) is to right-click the menu-bar and uncheck all the toolbars and then enable "Remember window size" in Settings->Configure Konsole... 

The Configure Toolbars... action is also missing

Already fixed in master and backported to release/21.08.
