SUMMARY
Using a Huion Kamvas 12. When the pen gets close to the screen, it switches to the hand tool. If I jab at it quickly, the action isn't invoked and it stays on the brush. 

STEPS TO REPRODUCE
1. Approach screen w/ pen
2. Brush tool switches to hand tool. 


OBSERVED RESULT
Switches to hand tool.

EXPECTED RESULT
Should be brush tool.
