KDE keyboard shortcuts not working on non-US keyboards, no obvious binding found to change

STEPS TO REPRODUCE
1. Open a web browser such as Chrome or Firefox
2. Navigate tabs with Alt+(number)
3. Try Alt+4 and Alt+7

OBSERVED RESULT
- See that Alt+4 and Alt+7 don't work

EXPECTED RESULT
- Alt+4 and Alt+7 navigate to the 4th and 7th tabs
