SUMMARY
This version of Konsole has lost the menu item that lets you control which toolbars are shown.  It used to be under the Settings menu.

Moreover, even if the toolbars are disabled by right clicking on the menu bar, that setting is not permanently saved, i.e. the toolbars reappear when Konsole is closed and reopened.

Please also note that the problem in my previous comment occurs only when the setting "Remember window size" is disabled. However, the toolbar settings are saved when that option is enabled.
