SUMMARY
Progran is KDE-Spectacle.  This is supposed to be a screenshot program.

Just click on the ICON and this message appears.  "Could not take a screenshot. Please report this bug here: create a spectacle bug."    

STEPS TO REPRODUCE
1. Click on Icon for Spectacle
2. 
3. 

OBSERVED RESULT
Error message.  Cancel the error message, the progran attempts to take a screenshot, qickly flashes a black box, and the error message reappears.

EXPECTED RESULT
That this program will take a screenshot.

Thankfully this has already been fixed in Plasma 5.22.
