STEPS TO REPRODUCE
1. Laptop connect to ssid 0n 2.4GHz
2. Phone connected via 5GHz on same ssid
3. 

OBSERVED RESULT
Fail to connect, can't see each other

Normal connection

I wonder if this is something that has to do with a router setting. For me, I have 2.4GHz and 5GHz both part of the same network, but the router can also isolate them.

Can you run 'ping ip.of.cell.phone' on your computer and get a result? What about when they're both on the same frequency?

I tried emulating your experiment and kdeconnect worked fine.
