If you rearrange panel app icons enough times with touch, it stops working.

I didn't manage to find out how to reproduce it. In one of my tests it even happens immediately after login.

Sometimes opening an application pinned to the panel allows you to drag apps again, but while this does occur with certain reliability, it's not 100%.

Wayland only, or X11 too?

It occurs on both, although there seem to be two differences:

My first comment describes my experience on Wayland.

On X11, you can actually see the feedback icon even if the action does nothing.

On X11, the workaround I mentioned

doesn't seem to work at all. At least from my brief testing.

This is working quite well for me. Can you still reproduce with current git master?
