STEPS TO REPRODUCE
1. set "Screen Energy Saving > Switch off after" to 1 minute in Energy Saving KCM
2. click on Battery icon in system tray
3. check "Inhibit automatic sleep and screen locking"
4. uncheck "Inhibit automatic sleep and screen locking"
5. wait for 1 minute

OBSERVED RESULT
Your screen remains on. Restarting Plasma with "plasmashell --replace" makes the power management to work again.

EXPECTED RESULT
Power management should be re-activated after unchecking "Inhibit automatic sleep and screen locking"
