Is the left-most display not the primary one? If not, then this is Bug 427875. Also please note that Plasma 5.14 is quite ancient and I would strongly recommend upgrading. We're on 5.22 right now. The left-most display is not the primary one despite of the windows getting opened there (sometimes even after moving the window to the other screen and closing the window). Yes, I would use a newer version but I'm using what is available for Debian 10 stable. If possible please make Debian get a newer version of KDE up or create an unofficial repo for newer KDE packages for Debian (I guess that would cause a lot of mismatching packages troubles though). Yup, this is Bug 427875. KDE isn't responsible for Debian packagers' decision to ship two year old software in their "Stable" version. I would recommend that you use Debian Testing if you want a reasonable up-to-date KDE experience.
