Scrollbars with no content

SUMMARY New Digital Clock applet has scrollbars that are minimized until cursor is pointed and it looks very weird.

Couldn't find a proper category, so apologize in advance

STEPS TO REPRODUCE
1. Open Digital Clock applet
2. See screenshot
3.

OBSERVED RESULT

Scrollbars are available in Events and Time Zone sections. While there is a long scrollbar in Time Zone section, it actually does not scroll anything when moved.

EXPECTED RESULT

No scrollbars unless there is something to scroll.

There is an open patch, so it will hopefully be fixed and backported soon.
