I can confirm this happens, but only if the "Image" or "Slideshow" menus are selected. Can confirm for the desktop settings window only when displaying the UI for one of the image wallpaper plugins. Can also reproduce in other config dialogs, so not only the wallpaper config dialog is affected. Can also reproduce with system tray settings while showing 'Entries' section. As we can see in the screen recording attached to this comment, the glitch is worse on Plasma 6.
