SUMMARY
Scrolling up using the mouse wheel change the numbers very slowly (00:00:00:01 - 1/30[s] @ 29.97[FPS] - is changed after few scrolls) and scrolling down - changes the numbers at normal speed (for example, 00:00:00:15).
Increasing the numbers using the "up" button doesn't work - the number is increased by 00:00:00:01 for a very short time, and then returns to the previous value (even value). Decreasing using the "down" button works partially - the numbers can be decreased, however, odd values cannot be set.
When trying to enter the numbers manually, it seems to work, but after doing some work on other clips the numbers/values are switched back to some "stable" values.

STEPS TO REPRODUCE
1. Add a clip to project bin then into the timeline.
2. Add an effect (i.e. Fade In) then edit duration.
3. Place the cursor on the numbers, then try to scroll up or down... increasing the numbers doesn't work properly, decreasing works.

I tested with a 1080p29.97 clip. Scrolling up/down the fade duration on the fade number works without delay. 

Please try with the AppImage to see if there are any packaging issues.
