STEPS TO REPRODUCE
1. Can't not produce a keys with a paraphrase or password the error message say "Could not create key pair: Inappropriate ioctl for device"

Please give us more details how to reproduce the problem. From what you reported, I have no idea where in the process the problem occurs. Ideally, also attach a screenshot.
