SUMMARY
URL for "Adding Digital Signatures" dialogue is broken.

STEPS TO REPRODUCE
1. Have no available certificates
2. Tools -> Digitally Sign
3. Select Area
4. Click on "Adding Digital Signatures"

OBSERVED RESULT
https://docs.kde.org/stable5/en/okular/okular//okular/index.html opens

EXPECTED RESULT
https://docs.kde.org/stable5/en/okular/okular/signatures.html#adding_digital_signatures should open

I guess you don't have khelpcenter installed?

This seems to be a case of broken redirect on docs.kde.org 

Luigi there's no product for docs.kde.org in bugzilla?

The URL used is 
help:/okular/index.html#adding_digital_signatures

and there is a known bug about this redirect losing the #.... part. I'm going to close this bug as a duplicate of that one.
