SUMMARY
Version 21.07.70 on Windows, installed from https://binary-factory.kde.org/job/Okular_Nightly_win64/

By default there are 4 values for "Default zoom":
1. 100%
2. Fit Width
3. Fit Page
4. Auto Fit

Would like to have certain custom level, like 70%, or previous value.

I think a good value would be "Half Page Height", so in widescreen monitors I see half of the height even if width is less than 100. So then with "Page Down" key I see each page in 2 keystrokes.
