SUMMARY
Add a feature to adjust color scheme to wallpaper automatically (like what Win10 does)

ADDITIONAL INFORMATION
For example, when I change my wallpaper to a (mostly) green one, the color scheme (button hover color, taskbar colors, etc.) changes and get like the wallpaper *automatically*.

I have seen code to do that used in an experiment on plasma-mobile. But this is out of scope for the existing colour selection dialog.
