SUMMARY
Choose Random layout after finishing Default, then blank background, no tiles, status bar says 0 Combinations Left, 0 Removed. (game number attached)

STEPS TO REPRODUCE
1. Finish a game using Default layout.
2. Settings | Configure KMahjongg | Layout | check Random Layout
3. Click OK 

OBSERVED RESULT

A blank game background, no tiles. Click New and everything proceeds as advertised.
EXPECTED RESULT
Begin next game using random layout.

ADDITIONAL INFORMATION
When I then choose Default layout, a new game appears with a random layout. New game: Default layout, blank background, no tiles. Choose New multiple times, random layouts, Settings shows Random Game not clicked. Perhaps a boundary condition, unanticipated congruence of unlikely events?

Nevermind. I re-installed all of the KDE packages. Problem vanished after I reset the Setting to Default layout, then Random. Everything works.
I'm somewhat curious. I wonder how such behavior can be reproduced. Could be a corrupt .config/kmahjonggrc? I noticed a double virgule in the path:
"Layout_file=/usr/share/kmahjongg/layouts//totem.desktop"
