STEPS TO REPRODUCE
1. open system tray settings
2. click on 'Entries" in the left side
3. click on the rightmost button of Notifications row

OBSERVED RESULT
nothing happens

EXPECTED RESULT
Notifications settings opens

[applets/notifications] Fix configure action

Since https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/843 the configure action didn't have any slot associated with it
