I use noatun for read mpeg video. But I don't want the sound. I don't start the aRts soundserver on KDE startup but Noatun start it automaticly.

Noatun is using the artsd server to get its video decoder not just for 
audio output.  In fact Noatun uses aRts for all its decoding so it's 
impossible for Noatun to work without starting the artsd.

So what you report isn't actually a bug but rather the intended correct 
and only possible behavior.
