SUMMARY
The "most used settings" in the landing page and the jump list actions show "Plugins" (which resolves to kcm_ktp_chat_messages) here, despite not being in systemsettings

I know we filtered out Info Center KCMs specifically; I guess we either need to filter out everything else too, or switch to a whitelist of only System Settings KCMs.
