On the 5.21.80 git master on  KDE Neon, shaded windows do not have shadows. This occurs not only for the Breeze window decoration, but also for other Breeze-derived window decorations. This bug does not occur on Plasma 5.21.5.

Some more information: this only happens when the Compositor has its Rendering Backend set to XRender.

That statement is not true. It does also occur in Plasma 5.21.5.

Xrender backend was dropped.
