Why would one do that? Plasma queries. qdbus --system org.freedesktop.login1 /org/freedesktop/login1 org.freedesktop.login1.Manager.CanSuspend once at startup and caches that value. Please confirm you think there is actually a Plasma issue. When the system is running normally it is a desktop. At certain times it is necessary to block sleep. Bareos and LTO work. Maybe plasma has some mechanism that will allow the script to switch energy saving mechanisms?
