SUMMARY

Plasmashell (and most other kde-programms) save their config-files after every run. 
Most of the time the saved changes aren't real (long term) config options but stuff like windows positions and other rather volatile things. 

I suggest to move those options from the .config to the .cache-folder.
This would make config-losses due to programm crashes less likely.
