These are different user interfaces; one is a list view you can add items to, and the other one is a view of settings. There is nothing to be consistent with. :) Consistency is achieves when things that look the same behave the same (and vice) versa), not when everything looks the same even if it behaves differently. Go to System Settings > KDE Wallet OBSERVED RESULT The Activities settings shows a container inside the tabbed view and the button "create new" is inside this container, unlike the KDE Wallet settings: there's just the tabbed view and the "launch wallet manager" button is not inside in it.
