SUMMARY
I have a Wacom tablet PTH-451. Pressure sensitivity seems to automatically turn off after 10 minutes of usage. Closing the photo file and re-opening it (without restarting the program) eliminates the problem. I don't know why.

This needs discussion and screenshots and investigation.

I'll set this to Resolved not A Bug but this can be changed later.
