SUMMARY
Discover forces a restart during update when no packages requiring a restart are updated.

STEPS TO REPRODUCE
1. Open Discover when notified of updates available.
2. Select 'Update All' with a new system update package of system files to update.


OBSERVED RESULT

When system packages are available all bundled up in the new feature thing, after selecting update all Discover downloads the packages then immediately notifies that a system restart is required before installing the updated packages.

EXPECTED RESULT
Discover should require a system restart only when a package that requires a system restart is installed.
