SUMMARY
I have installed xournalpp via PPA (deb http://ppa.launchpad.net/andreasbutti/xournalpp-master/ubuntu focal main) but since recently (maybe a week or so) its updates started to be reported as "System upgrades" requiring a restart of the computer to apply.

I reported this to the developers at https://github.com/xournalpp/xournalpp/issues/3011 but was told they did not change the PPA stuff and since it was working as exptected before, I assume this is a regression on Discover's side.

STEPS TO REPRODUCE
1. Install xournalpp via PPA
2. Wait for an update


OBSERVED RESULT
Update presented as "System upgrade" instead of as regular update

EXPECTED RESULT
Updates being listed as regular updates (no restart required)

KDE Neon switched to doing offline updates: https://blog.neon.kde.org/index.php/2021/03/01/offline-updates-are-coming/

This includes all software that is managed from apt so it includes PPAs
