STEPS TO REPRODUCE
1.pkexec env DISPLAY=$DISPLAY XAUTHORITY=$XAUTHORITY KDE_SESSION_VERSION=5 KDE_FULL_SESSION=true dolphin
2.close dolphin  
3. open konsole

OBSERVED RESULT
konsole opens as root

EXPECTED RESULT
konsole opens as the user

i think other programs are affected such as krunner

Sounds an awful lot like https://bugs.kde.org/show_bug.cgi?id=423059 . Just to make sure, are you running Konsole using a keyboard shortcut?

also with i launched konsole with ctrl+alt+t it has a ppid of 1 aka systemd

Why do you think this is a different issue? Does kglobalaccel not run as root in your setup?

It does look like the same thing to me too. Please re-test after you update to Frameworks 5.81, and re-open if it's still happens.
