STEPS TO REPRODUCE
1. Open Kate and select vi Mode
2. type ":" for the command bar
3. type "Alt-Gr + à " (Italian layout Keyboard)
 
OBSERVED RESULT
Nothing

EXPECTED RESULT
the character "#"
