STEPS TO REPRODUCE
1. start Wayland session
2. open settings of Clipboard applet
3. in Shortcuts section, set a keyboard shortcut to "Open Klipper at mouse
position" action
4. move cursor to any position on the screen but upper left corner
5. press the keyboard shortcut set in the step 3

OBSERVED RESULT
popup of Klipper opens at upper left corner of the screen

EXPECTED RESULT
popup of Klipper should open at cursor position

This is still an issue with Plasma 5.21.5 from git master. Also may be related to bug #436249
