Works for me when I have multiple layouts configured in the System Settings Keyboards page. Have you done this? Also is the layout switcher showing up in your System Tray? Also can you clarify? Is the item on the lock screen missing, or non-functional? Created attachment 137235 [details]

Yes, I have two layouts enabled, this is exactly the problem - sometimes, not seeing the current layout, I enter the password incorrectly. Everything works great in the tray.
In the screenshot, the moment when I tried to click on it with both the right and left mouse buttons - nothing happens except selection with a border
