SUMMARY
show scroll bar arrow buttons in scroll bar of kickoff launcher when enabled in system settings.

STEPS TO REPRODUCE
1. enable scroll bar arrow buttons in system settings
2. open application launcher
3. go to All Applications view 

OBSERVED RESULT
no scroll bar arrows present in scroll bar.

EXPECTED RESULT
scroll bar arrows are present when enabled in system settings.

The setting you're talking about lives in the settings window for the Breeze application style and affects Breeze-styled application windows only, not Plasma. It would feel inappropriate to have Plasma read the settings for the Breeze application style, given that you can replace it with a different style.
