Discover can't install .rpm files... again

STEPS TO REPRODUCE
1. grab a .rpm file (e.g google chrome)
2. double click .rpm file to open it up with discover
3. click install

OBSERVED RESULT
internal error, it can't install it

EXPECTED RESULT
should install it

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: openSUSE Tumbleweed

Same issue as Bug 413872, which is ultimately a bug in PackageKit itself: https://github.com/hughsie/PackageKit/issues/402

You may be able to work around the bug by manually importing the signing keys. See https://www.google.com/linuxrepositories.
